Here's something. My intent was to keep this short, conservatively
framed, and noncommittal about details that might be expected to
change (i.e., most of them :-). 

I did NOT work much on the high level motivation.  Maybe Kevlin and/or
Andrei would like to take a stab at this.

It includes some things just off the top of my head, that some of you
might disagree with. In which case, just change it, don't bother
arguing with me about whrther you should :-)

I'm assuming/hoping Andrei will play moderator here and do the actual
submission later today.
