Implementation of memory model

Hans -- I did partially follow up on one promise. I asked someone at
Sun whether someone developing SunC++ was knowlegeable about issues
and potentially interested, and was told to contact
Lawrence.Crowl at sun.com. Which I haven't yet.  I still don't know about
IBM. At VM workshop last week (that Hans and I were at), both the IBM
compiler people pointed at each other when I asked them.

Andrei -- when does something actually happen with this proposal?
